SECTION 2—REGISTRATION

Each CSL player, manager, coach, and team must register with the League Registrar, who is the local delegate for the Metropolitan D.C.-Virginia Soccer Association (MDCVSA) and an extension of the U.S. Adult Soccer Association (USASA).  The Registrar provides a Registration Procedure for each registration period, which contains detailed requirements and instructions for player, manager, coach, and team.

A)  ANNUAL PLAYER REGISTRATION/MEMBERSHIP

1)     The Executive Board of Directors (EBOD) determines the player registration/membership fee.  The fee covers player registration, insurance, administrative fee, etc.

2)     The membership is valid for one (1) playing year.  The CSL playing year runs from August 1 through July 31 of the following calendar year and shall be comprised of two (2) CSL seasons of play, Fall and Spring.

3)     Each member should be a minimum of eighteen (18) years of age or have completed an age waiver. 

4)     Each member must meet his/her financial and other obligations to CSL, Inc. 

Note: Players/managers registered before the Fall 2003 and who have not registered under the new format must comply with all registration requirements identified for new players. 

5)     Each member shall hold a valid USASA player pass that will also serve as his/her CSL membership card.

6)     The registration period for players each season:

a)     Starts at the registration date.

b)     Ends upon the completion of the third (3^rd) regular season game for each team.

7)     Players will be eligible to participate fourteen (14) days following the presentation of all completed registration paperwork to the League Registrar.

8)     Players may be on the active roster of only one CSL team per season in the Men’s Open Divisions (Premier, First, Second, and Third Divisions).

9)     Coed 7v7 players may also play on an Open Division team.

B)  TEAM REGISTRATION

1)     The EBOD determines the team registration fee.

2)     The team fee is due on a date set by the EBOD.

3)     The team fee covers registration, fields, referees, administrative costs, etc.

4)     Teams that participated in the previous season may pre-register to guarantee positioning within the League for the upcoming season on or before the pre-registration date. 

a)     The pre-registration fee, which is non-refundable, will be set by the League President and credited as a portion of the team’s fee for the upcoming season.

5)     If the League does not accept a team after they have paid the pre-registration fee, the League will refund the pre-registration fee.

6)     Any team failing to pay the complete team fee on or before the designated due date may be assessed a ten percent (10%) late fee of the balance owed.

7)     All CSL teams must present rosters with a minimum of eleven (11) players no later than fourteen (14) days prior to the scheduled start of the season to the League Registrar or risk forfeiture of a regular season game (or games).

8)     Each player registration package shall be presented to the League Registrar.

9)     CSL is not required to reimburse players who do not participate after registering.

C)  CSL ROSTERS

1)     Each CSL team may register an unlimited number of players.

D)  GUEST PLAYERS:  Guest players are not allowed on CSL teams for League play.
